Levelling really isn't that much slower so, unless you have heirlooms it would be a waste of money to enchant you're gear (unless youre going to twink your gear). I don't think time is now, or ever was, a factor in deciding to enchant gear.
For me and other people I know, it's just due diligence in making sure.
